Don't think so, because black ops uses STEAM, and you need Internet for steam. Steam has an offline mode which allows you to play without being connected to the internet. Steam does not control how the game is developed, if BO doesn't allow it, it doesn't matter. And it doesn't look like BO will have any pure lan play, pseudo lan yes according to what pcdev has mentioned.
